Chapter 8 of the Washington Aviation System Plan (WASP), dated July 1, 2009, presents a capacity analysis conducted through the LATS (Local Air Transportation Study) framework measuring existing airport facilities against current and forecast aviation demand through 2030. Examines five capacity types: Airfield Capacity (Annual Service Volume/ASV), Commercial Airline Passengers, Air Cargo, Aircraft Storage and Parking, and Airspace System. Identifies Washington airports expected to approach or exceed 100% capacity by 2030, including Sea-Tac International, Boeing Field/King County International Airport, Kenmore Air Harbor Inc., Orcas Island, Renton Municipal, Tri-Cities, Paine Field, and numerous general aviation airports. Exhibit 8-1 maps constrained airports by category. Statewide operations capacity breakdown by airport service classification shows Rural Essential (25%) and Community Service (23%) airports as largest contributors.
