Chaired by Dawson Alexander, the document outlines five PAC roles including long-term monitoring of Sea-Tac/Communities Plan implementation, dealing with special issues affecting Sea-Tac Airport and surrounding community, and making recommendations to the King County Executive and Council and the Port Of Seattle Executive and Commission. A PAC Subcommittee appointed January 1983 proposed restructuring membership from 13 to 13 voting members plus FAA non-voting and Port Of Seattle Planning non-voting seats, adding Highline Community Council and ‘Citizen At Large’ seats, removing Policy Development Commission, and reducing Port Of Seattle representation from two (Aviation and Planning) to one (Aviation). Ed Parks presented the proposal at the March 23, 1983 PAC meeting. Formalized selection procedures, three-year terms, application forms, geographic boundaries, rotating representation, and public notification procedures were also recommended.
