United Airlines certification of disagreement with Project AP4-4, Third Runway Construction Project at Sea-Tac Airport, total cost $587.4 million, PFC funds $104.3 million. United argues the project lacks PFC eligibility under Part 158, fails to demonstrate enhancement of safety, security, or national air transportation system capacity, and that less than 30 seconds of delay is attributable to absence of a third runway. United further alleges revenue diversion under 61 Fed. Reg. 7134, 7144, and identifies concerns with the Interlocal Agreement between the City of Seattle and the Port of Seattle. United contends the Port can address warm weather and Pacific Rim limitations through Project AP4-2, and that the airport’s $60 million operational savings estimate is unsupportable.
