Letter dated December 18, 2025 from Port Of Seattle Commission President Toshiko Hasegawa to Des Moines Mayor Traci Buxton responding to City Council concerns about the Sound Insulation Repair and Replacement Pilot Program (SIRRPP). Details eligibility requirements: homes inside FAA-approved Noise Remedy Boundary, sound-insulated prior to January 1, 1993, testing at or above 45 dB DNL interior noise levels. Reports 262 homes in 66-69 DNL contours targeted, 135 homeowners applied, 117 received acoustic testing, 5 homes tested eligible.
