EPA Region 10 letter (AR024350) from OAQ-107 to Dennis Ossenkop, FAA Northwest Mountain Region, dated June 6, 1996, supplementing March 18, 1996 comments on the Final Environmental Impact Statement for the Proposed Master Plan Update Development Actions at Seattle-Tacoma International Airport. EPA asserts the draft conformity analysis does not support a finding of conformity with the State Implementation Plan (SIP) under the Clean Air Act (CAA) because the final EIS shows increased severity of National Ambient Air Quality Standards (NAAQS) exceedances for carbon monoxide (CO) at two intersections near Sea-Tac Airport (South 188th and International Blvd., South 200th and International Blvd.). The letter outlines four required items for a final conformity analysis: emissions inventory (construction, haul vehicles, mobile sources, years 2000/2010/2020), no-project vs. with-project air quality comparison, mitigation measures, and enforceable governmental commitments.
