Discusses possible use of Ecology’s contract consultant SAIC to provide technical assistance in reviewing Port Of Seattle Agreed Order materials related to groundwater conceptual model at Seattle-Tacoma International Airport (STIA). Reasons given include: (1) public comments demanding independent review, (2) risk of legislatively-mandated duplicate study by Ecology’s WQ Program, (3) staff availability gaps in groundwater modeling expertise. Ecology proposes SAIC’s role be passive — evaluating Port consultant work for reasonableness and defensibility — and requests the Port agree to pay SAIC charges under MTCA WAC 173-340-550(a).
