Email chain (AR023644–AR023645) dated June 8–9, 1999, from Roger Nye (Ecology) to Paul Agid and Elizabeth Leavitt, cc Wang Ching Pi, forwarded to John Wietfeld. Discusses possible use of Ecology’s contract consultant SAIC to provide technical assistance in reviewing Port Of Seattle Agreed Order materials related to groundwater conceptual model at Seattle-Tacoma International Airport (STIA). Reasons given include: (1) public comments demanding independent review, (2) risk of legislatively-mandated duplicate study by Ecology’s WQ Program, (3) staff availability gaps in groundwater modeling expertise. Ecology proposes SAIC’s role be passive — evaluating Port consultant work for reasonableness and defensibility — and requests the Port agree to pay SAIC charges under MTCA WAC 173-340-550(a).
