EPA Region 10 letter dated June 8, 2001, signed by Sally Marquis (Aquatic Resources Unit Manager), addressed to Colonel Ralph Graves (District Engineer, Seattle District, Corps of Engineers), permit number 1996-4-02325, regarding the Port of Seattle Sea-Tac Airport third runway project. EPA limits its review to wetlands issues and Clean Water Act §404(b)(1) guidelines compliance. Project involves approximately 20 million cubic yards of fill, impacts to 50 wetlands totaling 18.37 acres, temporary impacts to 12 wetlands totaling 2.05 acres, and fill in 980 feet of Miller Creek. Enclosure identifies concerns including hydrological impacts from retaining wall, borrow pit excavation (175 acres, 6.7 million cubic yards), vacant land parcels between proposed runway and Des Moines Drive/SR 509, 50-foot downslope buffers, and Borrow Area #3 wetland hydrology. Joan Cabreza of EPA staff conducted site visits and reviewed Wetland Functional Assessment, Wetland Delineation Report, Biological Assessment, Runway Fill Hydrologic Studies, and consultant reports from Columbia Biological Assessments, GeoSyntec, Northwest Hydraulic Consultants, Sheldon and Associates, and Bio-Analysis Inc.
