Reviews December 2000 updates to the Natural Resource Mitigation Plan (NRMP), Wetland Functional Assessment and Impact Analysis, Wetland Delineation Report, Biological Assessment, and Comprehensive Stormwater Management Plan prepared by Parametrix, Inc. for the Port of Seattle’s third runway project at Seattle-Tacoma International Airport. Critiques absence of wetland function loss analysis, unscientific calculation of permanent and temporary wetland area losses, and failure to conduct cumulative effects analysis under Clean Water Act Section 404. Analyzes functional rankings for Miller Creek and Des Moines Creek watershed wetlands using data from NRMP Tables 3-1 and 3-3, citing resident anadromous fish, passerine birds, waterfowl, amphibians, small mammals, organic export, groundwater, flood storage, and nutrient/sediment trapping functions.
