EXH AR019097: Sheldon & Associates to Army Corps & Ecology — STIA Third Runway Natural Resource Mitigation Plan Review

A 2001 environmental review letter from Sheldon & Associates, commissioned by the Airport Communities Coalition, challenges the Port of Seattle's technical documents for the proposed Third Runway at Seattle-Tacoma International Airport. The review finds that the Port has not adequately demonstrated that massive fill placement and engineered retaining walls would avoid long-term damage to downslope wetlands, groundwater flows, and Miller Creek. Key unresolved concerns include the reliability of the proposed underdrain system, incomplete baseline data, and the lack of independent construction oversight.

Notes

Exhibit AR019097. Letter dated February 15, 2001, from Sheldon & Associates, Inc. (Dvanne Bogstomper) to U.S. Army Corps of Engineers (Ms. Gail Terzi) and Washington State Department of Ecology (Ann Kenny) on behalf of the Airport Communities Coalition (ACC) reviewing Port Of Seattle environmental documents for the proposed Third Runway at Seattle-Tacoma International Airport (STIA). Reference No. 1996-4-02325. Reviews the Wetland Delineation Report, Natural Resource Mitigation Plan (NRMP), and Comprehensive Stormwater Management Plan (SMP) prepared by Parametrix, Inc., December 2000. Key issues: unsubstantiated groundwater movement conclusions through engineered retaining walls, underdrain design deficiencies, rock underdrain clogging risk, shallow groundwater lens interception failure, infiltration rate discrepancies (Northwest Hydraulics), secondary wetland impacts underestimated, Miller Creek hydroperiod, Section 401 and Section 404 Clean Water Act compliance, absence of baseline pre-project data, and lack of independent construction oversight. Coordinated with Bill Rozeboom of Northwest Hydraulics.
