Exhibit AR022947. Notes from a September 18, 2001 phone call with Ann Kenny, WDOE Third Runway permit lead. Documents that Airport Communities Coalition (ACC) appealed WDOE permit and filed a Motion for Stay citing imminent environmental threat; Port Of Seattle also appealed, leading to side negotiations and agreement to reissue a revised permit. ACC technical experts supporting the appeal include NHC, Peter Willig, Amanda Azous, and Tom Luster. WDOE attorneys Tom Young and Jeanne Marchiotti requested King County provide rebuttal affidavits by October 1, 2001. King County staff flagged concerns: no contract amendment in place, no copies of appeal documents, unfamiliarity with current permit conditions, possible validity in ACC claims, inadequate turnaround time, and staff not legally trained. KC-DNR Project Manager David Masters notified. WDOE indicated it may subpoena County staff; WDOE technical staff John Drabek and Kevin Fitzpatrick identified as possible technical leads.
