March 21, 2001 letter from Maggie Corbin, Sr. Environmental Program Manager, Port Of Seattle Seattle-Tacoma International Airport, to Ann Kenny, Permit Assistance Center, Washington Department of Ecology Northwest Regional Office, Bellevue WA 98008-5452, transmitting synthetic minor permit. Attachment: Puget Sound Clean Air Agency Order (Construction No. 7777, Registration No. 21408, dated September 21, 1999) issued under WAC 173-400-091 Voluntary Limits On Emissions and Regulation I Section 6.06, limiting facility-wide emissions of sulfur dioxide (SO2), nitrogen oxides (NOx), and carbon monoxide (CO) to less than 99 tons each during any 12 consecutive months at 17801 International Blvd, Seatac WA 98158. Order specifies emission factors for natural gas, residual oil blend (PS300), diesel oil, Caterpillar 600 kw emergency generators (NOx 481 lbs/thousand gallons), and smaller/larger emergency generators/pumps by brake horsepower. Corbin reports typical NOx emissions 15–17 tons and CO/SO2 each 10 tons or less per rolling 12-month period. Monitoring via monthly fuel usage invoices, tank levels, hours of operation; records retained five years; 90-ton threshold notification requirement; annual emission factor review per AP-42.
