GeoSyntec Consultants letter dated 16 February 2001, retained by Airport Communities Coalition (ACC), submitted to U.S. Army Corps of Engineers (Jonathan Freedman) and Washington State Department of Ecology (Ann Kenny) on Second Public Notice for Port of Seattle reference 1996-4-02325. Authors Patrick C. Lucia Ph.D. P.E. G.E. and Edward Kavazanjian Jr. Ph.D. P.E. G.E. identify significant deficiencies in field and laboratory investigation and analysis for the Third Runway embankment fill, West Mechanically Stabilized Earth (MSE) Wall, and Industrial Wastewater System Lagoon #3 expansion at Seattle-Tacoma International Airport. Key findings: insufficient laboratory strength data for foundation soils, unconservative interpretation of limited data, weak peat and loose liquefiable sands beneath wall footprint proposed for densification in place, static and seismic analysis deficiencies, and concern over constructing the tallest MSE wall in the world in a seismically sensitive area.
