Environmental scientist Amanda Azous submitted this declaration to Washington's Pollution Control Hearings Board in support of the Airport Communities Coalition's appeal against permits issued for Sea-Tac Airport's third runway construction. She argues that the Port of Seattle's Natural Resource Mitigation Plan is inadequate to compensate for the destruction of wetlands and streams in the Miller, Walker, and Des Moines Creek watersheds. Azous warns that once wetlands are filled, the damage is irreversible, and requests a stay of the Section 401 Water Quality Certification to prevent permanent environmental harm while the appeal is reviewed.

Declaration of Amanda Azous, environmental scientist and principal of Azous Environmental Sciences, filed in support of Airport Communities Coalition (ACC) motion for stay before the Pollution Control Hearings Board (PCHB), Case No. 01-133. Azous opposes Section 401 Certification No. 1996-4-02325 and CZMA concurrency statement issued August 10, 2001 to Port Of Seattle for construction of a third runway at Seattle-Tacoma International Airport. Azous asserts the Natural Resource Mitigation Plan (NRMP) is inadequate to compensate for wetland losses and functions, and that Port Of Seattle’s proposed filling of wetlands and alteration of stream systems in the Miller, Walker, and Des Moines Creek watersheds will cause irreparable harm.
