Exhibit 335 (AR 021015), Declaration of James C. Kelley, Ph.D., professional ecologist at Parametrix, Inc., filed in PCHB case No. PCHB 01-133, Airport Communities Coalition v. Department of Ecology and Port Of Seattle. Kelley testifies regarding wetland delineation, functional assessment, and compensatory mitigation for the Seattle-Tacoma International Airport Master Plan Update (MPU), including the Third Runway Project, runway safety area extensions, South Aviation Safety Area, and on-site borrow areas. The MPU results in permanent filling of 18.37 acres of wetland plus 2.05 acres of construction-period impacts treated as permanent per 401 Certification. Mitigation addresses impacts to Miller Creek, Walker Creek, and Des Moines Creek basins.
