Third Declaration of Paul S. Fendt (Parametrix, Inc.) filed in PCHB No. 01-160, Airport Communities Coalition v. Department of Ecology and Port Of Seattle, received November 26, 2001 by Helsell Fetterman LLP. Fendt describes his role as project manager for stormwater management and low flow mitigation for the Port Of Seattle’s Master Plan Update (MPU). Declaration addresses calculation of summer low streamflow impacts on Miller Creek, Walker Creek, and Des Moines Creek using HSPF (Hydrologic Simulation Program–Fortran) modeling; 2-year, 7-day low flow methodology; Comprehensive Stormwater Management Plan (SMP); Low Streamflow Analysis–Flow Impact Offset Facility Proposal; and NPDES stormwater permitting. Asserts that summer low flow impacts from MPU are not underestimated.
