This 2001 legal declaration by civil engineer William Rozeboom, submitted to Washington's Pollution Control Hearings Board, challenges the Port of Seattle's stormwater and low-flow mitigation plans for the proposed third runway at Sea-Tac Airport. State of Washington Department of Ecology and Port Of Seattle. Rozeboom identifies technical deficiencies in the Port Of Seattle’s low flow mitigation analysis for the proposed third runway at Sea-Tac Airport under Section 401 Certification No. 1996-4-02325. Declares that low flow impacts are underestimated, storage vaults for low flow augmentation water are undersized (24 acre-feet total required, equivalent to more than seven Olympic-size swimming pools), and rebuts unsupported statements in the third declaration of Paul Fendt. Attaches November 26, 2001 comment letter (Exhibit A) to the U.S. Army Corps of Engineers regarding Port of Seattle low flow mitigation.
