Direct testimony of Ching-Pi Wang, Environmental Engineer 4 in the Toxics Cleanup Program, Northwest Regional Office, Department of Ecology, filed in PCHB No. 01-160 before the Pollution Control Hearings Board, State of Washington. Wang testifies regarding the SeaTac groundwater modeling project and pathways analysis conducted under Ecology Agreed Order #97TC-N122 (WAC 173-340, Model Toxics Control Act) as part of the Clean Water Act Section 401 Certification for the Port of Seattle Master Plan Improvement Updates. The pathways analysis evaluated four potential contaminant migration pathways from the Sea-Tac Airport Operations and Maintenance Area (SeaTac AOMA): migration to perched and regional water table aquifer (Qva aquifer), vertical and lateral migration in perched and Qva aquifers, impacts to water quality in the 3rd runway area, and subsurface utility lines as contaminant conduits. Findings indicate contaminants have not migrated far from source areas and have not approached the western AOMA boundary; groundwater flow in perched aquifers is variable and generally away from the 3rd runway. Appellants are Airport Communities Coalition (ACC) and Citizens Against Sea-Tac Expansion (CASE).
