Direct testimony of Kelly Whiting, Engineer III at King County Department of Natural Resources and Parks, submitted on behalf of the Washington State Department of Ecology in PCHB No. 01-160 (Airport Communities Coalition and Citizens Against Sea-Tac Expansion v. Ecology and Port Of Seattle). Whiting reviewed the Port of Seattle’s Comprehensive Stormwater Management Plan (SMP) for Master Plan Update Improvements at SeaTac International Airport (STIA) and the Low Flow Impact Analysis-Low Flow Impact Offset Facility proposal. Testimony covers HSPF hydrologic computer modeling, flow control facilities (ponds, vaults), water quality treatment facilities (filter strips, wetvaults, bioswales), storm drain outfalls (SDN1, SDS3, SDW1), and compliance with the 1998 King County Surface Water Design Manual.
