Respondent Washington State Department of Ecology statement of issues, preliminary witness list, and exhibit list filed in PCHB No. 01-133 and PCHB No. 01-160 before the Pollution Control Hearings Board. The central issue is whether Ecology had reasonable assurance that water quality standards would be met when issuing a Clean Water Act Section 401 Certification for Port Of Seattle’s Sea-Tac Airport Master Plan Update Improvements.
