Declaration by Dr. John Strand, Principal Biologist for Columbia Biological Assessments, filed in PCHB cases No. 01-133 and No. 01-160, in support of ACC’s motion to stay Section 401 Certification No. 1996-4-02325 (Amended-1) issued by Washington Department of Ecology for USACOE Public Notice 1996-4-02325 regarding Seattle-Tacoma International Airport (STIA). Strand addresses metals exceedances — copper, lead, and zinc — in Miller Creek and Des Moines Creek from STIA stormwater discharges, Washington State Water Quality Criteria (WQC), Airport Soil Fill Acceptance Criteria, and end-of-pipe data reported by Port Of Seattle. Documents 1995-1996 data showing total recoverable copper (0.7–44 ug/L vs. WQC of 5.3 ug/L), total recoverable lead (<0.5–106 ug/L vs. WQC of 16 ug/L) downstream of outfall in Miller Creek.
