Draft MOU between Washington State Department of Transportation (WSDOT) and Port of Seattle (Port) covering the SR 509 24th Avenue S/S 188th Street New Expressway Project (SR 509 Completion Project Stage 2), dated October 25, 2022 (Item 8d_attach). Documents design and construction commitments for project elements within Port property boundaries, including illumination and signalization (Starling Drive), signing, utility relocation, FAA height restriction compliance, stormwater detention pond wildlife hazard deterrents (GCA-4419, NPDES separation requirements), landscaping within 10,000 ft of AOA using Airport Approved Plant List, and wetland/environmental mitigation at Barnes Creek and former I.A.C Seattle III property. Addresses betterment funding responsibilities, Alternate Technical Concepts (ATC) confidentiality requirements, Port design standards as Mandatory Standards in WSDOT construction contract, and property rights/permitting obligations. Post-construction maintenance/operations to be addressed by separate agreement.
