Port of Seattle Commission agenda memorandum (Item 8c, October 25, 2022) from Megan King and Sarah Cox (Aviation Environment & Sustainability) to Executive Director Stephen Metruck requesting authorization to execute a Sixth Amendment to the Participation Agreement for Cleanup of Sea-Tac International Airport Jet Fuel Facility, originally executed November 1995 among the Port, United Airlines, Continental Airlines, and Olympic Pipeline Company. The Former United/Continental Fuel Farm Site on Air Cargo Road near gate E-100 experienced subsurface jet fuel contamination discovered during 1990s tank farm closure; remediation via dual-phase and soil vapor extraction ran from 1995 until system shutdown in 2017. Amendment 6 adds funds to project escrow for system decommissioning — removal of subsurface piping, monitoring wells, concrete and sheetpile wall segments — and establishes long-term responsibility language under the Washington State Model Toxics Control Act (MTCA) Independent Cleanup Action. The Port’s 21% cost share for this amendment is $78,505; total estimated Port cost to date is $639,576. Institutional Controls include maintaining Airport Operational zoning, access restrictions, Port Rules for Airport Construction, and groundwater extraction restrictions. Ecology confirmed no further action required; site removed from Ecology’s Voluntary Cleanup Program in August 2022.
