Northwest Hydraulic Consultants (NHC), retained by ACC (Airport Communities Coalition), wrote to Colonel Ralph H. Graves, Ms. Muffy Walker, and Ms. Gail Terzi of the U.S. Army Corps of Engineers Seattle District (Corps Ref. No. 1996-4-02325) identifying inconsistencies in Port Of Seattle proposals for site development and stormwater management at Sea-Tac Airport Master Plan Update Improvements. Comment 1 highlights that the Port’s Stormwater Management Plan (SMP) failed to model future developed conditions of Borrow Areas 1, 3, and 4 (totaling ~155 acres, ~6.7 million cubic yards of fill), contradicted by Port Commission Agenda Item 8a (October 16, 2001, Resolution No. 3469) showing planned commercial redevelopment of Borrow Areas 3 and 4 within five years in the City of SeaTac (Aviation Commercial/Aviation Operations zoning), and Borrow Area 1 in Des Moines zoned Business Park. Comment 2 notes the November 2001 Natural Resource Mitigation Plan (NRMP) prepared by Parametrix reverts to relying on Regional Detention Facilities (RDFs) constructed by others, inconsistent with the December 2000/July 2001 SMP. Miller Creek relocation, hydrologic modeling, and Low Flow Impact analyses are also cited.
