Declaration of Linda R.J. Logan, Ph.D. (Division Manager, Parametrix, Inc.) filed before the Washington Pollution Control Hearings Board (PCHB No. 01-133) in Airport Communities Coalition (ACC) v. Department of Ecology and Port Of Seattle. Logan holds a Ph.D. in Environmental Geochemistry and Health and over 10 years of consulting experience in risk assessment, stormwater quality, toxicity, and water effect ratio techniques. Declaration responds to ACC’s motion to stay and addresses five water quality topics related to the STIA Master Plan Update: (1) current compliance with water quality standards; (2) whole effluent toxicity (WET) testing program; (3) water effect ratio site-specific study requirements; (4) tissue screening concentrations for lead and zinc in cutthroat trout; and (5) glycol de-icing impacts.
