Wingard details Public Disclosure Act requests filed June 5, August 13, and September 24, 2001, seeking NPDES construction outfall monitoring records, upstream/downstream monitoring data for Sea-Tac Airport construction phases, and Discharge Monitoring Reports (DMRs) April–August 2001. Ecology could not produce construction outfall monitoring records or upstream/downstream monitoring data; Ecology Water Quality Section Supervisor John Drabek stated records exist but are held by Tom Hubbard at Port Of Seattle.
