Declaration by Dr. Patrick Lucia, Principal at GeoSyntec Consultants, filed in support of Airport Communities Coalition (ACC) motion for stay before the Pollution Control Hearings Board (PCHB), Case Nos. 01-133 and 01-160. Challenges Section 401 Certification No. 1996-4-02325 and CZMA concurrency statement issued August 10, 2001, reissued September 21, 2001 (Amended-1), by Washington State Department of Ecology concerning Sea-Tac Airport Third Runway embankment fill and West MSE Wall (Mechanically Stabilized Earth).
