Third declaration of William A. Rozeboom, professional civil engineer with Northwest Hydraulic Consultants, filed before the Pollution Control Hearings Board (PCHB), Case No. 01-160, Airport Communities Coalition (ACC) v. State of Washington Department of Ecology and Port Of Seattle. Declaration concerns Section 401 Certification No. 1996-4-02325 and CZMA concurrency statement. Rozeboom identifies significant technical deficiencies in the Port of Seattle’s low flow mitigation analyses for the proposed 3rd runway at Sea-Tac Airport, including undersized storage vaults (24 acre-feet required) and underestimated low flow impacts. Declaration also responds to the third declaration of Paul Fendt dated November 26, 2001, disputing characterizations of low flow mitigation as involving ‘small amounts of water.’ References NHC comment letter to U.S. Army Corps of Engineers dated 11/26/01, King County and Pacific Groundwater Group independent reviews, stormwater management plans, and natural resources mitigation plans.
