Offer of proof filed by Washington Attorney General Thomas J. Young on behalf of the Department of Ecology, dated March 26, 2002, memorializing excluded statements from Dave Garland’s direct testimony in PCHB No. 01-160 (Airport Communities Coalition and Citizens Against Sea-Tac Expansion v. State of Washington Department of Ecology and Port Of Seattle). The excluded testimony (paragraphs 4, 11, 12, and 20) concerns Garland’s review of Pacific Groundwater Group (PGG) embankment fill modeling for the December 2001 Low Stream Flow Analysis and Summer Low Flow Impact Offset Facility Proposal, including the Hydrus-Slice model, fill-depth sensitive integration, drainage estimates for the proposed Third Runway embankment, and impacts on Miller Creek and Walker Creek. The Board ordered redaction on March 21, 2002; excluded content includes Garland’s opinion that PGG’s December 2001 Hydrus-Slice model contains significant improvements over the Earth Tech 2000 Low Streamflow Analysis and that drainage from the proposed fill embankment is adequately characterized for modeling purposes.
