Continuous Lower Energy, Emissions and Noise (CLEEN) Program: Aircraft Technology Update

The FAA's Continuous Lower Energy, Emissions and Noise (CLEEN) program is a public-private partnership aimed at reducing aircraft fuel burn, emissions, and noise through new engine and aircraft technologies and alternative jet fuels. Running in three phases from 2010 through 2025, the program sets increasingly ambitious targets, including up to a 75% reduction in NOx emissions and a 40% reduction in fuel burn by 2026. These advancements are relevant to communities near busy airports like Sea-Tac, as the program's noise reduction goals include a 25 dB cumulative reduction relative to Stage 5 standards.

Notes

FAA CLEEN Program Manager Levent Ileri presents an update on the Continuous Lower Energy, Emissions and Noise (CLEEN) program to the REDAC Environment & Energy Subcommittee on March 19, 2018. Covers CLEEN Phase I (2010-2015, ~$125M FAA budget, 33% fuel burn reduction, 60% NOX reduction, 2018 entry into service), Phase II (2016-2020, ~$100M FAA budget, 40% fuel burn reduction, 75% NOX reduction re: CAEP/8, 2026 entry into service), and notional Phase III (2021-2025, -20% fuel burn re: CAEP/10 standard, 2031 entry into service). Topics include noise reduction goals of 25 dB cumulative to Stage 5, alternative jet fuels, aircraft and engine technology demonstrations, and public-private partnership structure with 100% industry cost share.
