Commercial Aviation Coordinating Commission Report to Legislative Transportation Committees: 2023 Final Recommendation

The Commercial Aviation Coordinating Commission (CACC) submitted its final report to the Washington State Legislature in June 2023, concluding that future commercial aviation capacity needs can only be met by identifying a new greenfield airport site, as no existing finalist location gained sufficient community support. The Commission was evenly divided on whether a new facility could be operational by 2040, with most members believing completion beyond 2050 is more realistic. The report and survey results were handed off to a follow-on work group established under ESHB 1791 to continue the site selection process.

Notes

Final report of the Commercial Aviation Coordinating Commission (CACC) to Washington State Legislative Transportation Committees, prepared June 15, 2023, per SSB 5370 (2019) as revised by SSB 5165 (2021), with timeline extended by 2022 legislative action. Report presents results of a 16-question survey completed by 16 Commissioners (10 voting, 6 nonvoting) at the June 9, 2023 hybrid meeting. Key findings: majority opposed ‘No Action’ alternative; majority believe future commercial aviation capacity (passenger and cargo) requires a greenfield site not yet identified; Paine Field expected to continue adding commercial capacity; King County and military installation proximity restrictions hindered CACC process; Yakima Air Terminal-McAllister Field identified as only existing airport interested but majority do not favor it as new primary facility; CACC evenly divided on feasibility of new facility by 2040, most expect completion beyond 2050. Report to serve as foundation for follow-on work group established by ESHB 1791 (HB1791). Survey data covers priority order for post-site-selection steps including airport sponsor identification, FAA Part 139 process, NEPA/SEPA approvals, Airport Master Plan, and infrastructure funding.
