Memorandum dated October 21, 1996 from City Manager Frederick C. Stouder to Burien Mayor Arun Jhaveri and City Council members presenting preliminary findings from the Burien–South King County Airport Impact Assistance and Mitigation Studies Team regarding Sea-Tac Airport third runway expansion impacts. Total preliminary mitigation costs over 20 years: $3.05 billion for environmental and transportation impacts across five cities (Burien, Des Moines, Federal Way, Normandy Park, Tukwila); City of Burien share approximately $800 million. Single-family property value loss in Burien projected at $120,881,357 in year 2000 and $190,393,350 in year 2020 (1995 dollars), per Draft Sea-Tac Mitigation Study Table 4-5, page 38. Average annual property value reduction for all cities totals $500.1 million; Burien’s share is $206.5 million.
