Includes a concept paper and Community Distress Proposal dated February 14, 1995 from Frederick C. Stouder (Burien City Manager) to Bob Olander and Chester Beattie Jr. (City of Des Moines), referencing the Creston-Mt. Tolman Impact Assistance Project precedent and the State Department of Community, Trade and Economic Development. Also includes letters dated June 7, 1995 to Governor Lowry from Mayor Jhaveri, Mayor Clymer, and Fred Stouder, and a June 5, 1995 letter from Mike Fitzgerald, Director of the state Department of Community, Trade and Economic Development. The proviso explicitly prohibits expenditure for litigation, public relations, or consulting services opposing third runway construction.
