House bill text introduced by Rep. Adam Smith of Washington (119th Congress, 1st Session) titled the ‘Aviation-Impacted Communities Act.’ Requires the FAA to provide Airport Improvement Program (AIP) noise mitigation funding to aviation-impacted communities outside the 65 DNL contour (vertical fenceline communities). Mandates the FAA Administrator contract with the National Academy of Sciences to study aviation impacts at large hub commercial airports including King County WA, Boston, Chicago, New York City, Northern California Metroplex, Phoenix, Southern California Metroplex, District of Columbia, and Atlanta. Study scope includes Day-Night Average Sound Level (DNL), noise metrics, emissions from takeoffs and landings, flight path lateral trajectory and altitude, and data from FAA, airport operators, acoustic instrumentation, and community testimonials. Also establishes community boards under section 5 and grants under section 7.
