Existing conditions traffic operational analysis report prepared by Zach Wieben of Concord Engineering for Port Of Seattle, submitted to Steve Rybolt and Nic Longo, dated September 9, 2024. Part of the Seattle-Tacoma International Airport Sustainable Airport Master Plan (SAMP) Near-Term Projects (NTP) Environmental Review under NEPA and SEPA. Analyzes 108 intersections (63 signalized, 41 stop-controlled, 4 uncontrolled) within the EA General Study Area, plus SR 518 and I-5 freeway ramps and segments at WSDOT request. PM peak hour (4–6 p.m., Tuesday–Wednesday–Thursday) used as basis for analysis. Appendix L includes NEPA Existing Conditions Report, Future Conditions Traffic Analysis Report, Local Jurisdiction Coordination Summary, References, and SEPA Traffic Safety Analysis Summary. Analysis follows WSDOT Design Manual Chapter 320 Traffic Impact Analysis procedures. Attachments include Synchro LOS reports, SimTraffic queues, HCS LOS reports, and Approved Methods & Assumptions Documents.
