Airport Communities Coalition (ACC) founding statement and policy brief outlining the coalition’s formation in 1993 and its goals regarding Sea-Tac Airport expansion. Member jurisdictions include City of Burien, City of Normandy Park, City of Tukwila, City of Des Moines, and Highline School District; Coalition Director Robert L. Olander. Document argues against a third runway at Seattle-Tacoma International Airport, citing FAA 1992 study showing third-runway capacity would be inadequate by 2010, baseline construction costs ranging from $250 million to $935 million (Port of Seattle’s own consultants), requirement of 14–28 million cubic yards of fill dirt at 1,500 truckloads per day over four years, destruction of Miller Creek watershed wetlands, and conflict with King County comprehensive planning. Promotes a regional supplemental airport instead, citing Puget Sound Regional Council (PSRC) Working Group identification of at least three viable sites and PSRC studies indicating a one-runway supplemental airport could meet regional needs through 2050. Also advocates revoking the ‘Four-Post Plan,’ demand management, diversion of non-connecting commuter operations, and high-speed rail for the Puget Sound region.
