Meeting summary for TRC Meeting #7 of the SEA Part 150 Noise Study, held August 10, 2026 via Zoom, facilitated by Ryan McMullan and Tom Fagerstrom of Port Of Seattle with ESA consultants Chris Nottoli and Scott Tatro. Topics include analysis of Noise Compatibility Program (NCP) measures: increased glideslopes for arrivals (3.0 to 3.5 degrees on all runways and Runway 16R/34L), offset approaches on Runways 16R and 16L using HAWKZ and MARNR STARs, nighttime arrival preferential runway use (10 p.m. to 7 a.m. shift from Runway 16R/34L to 16L/34R), Optimized Profile Descent (OPD) procedures, DNL 65 and DNL 60 noise contour reductions, Sound Insulation Program (SIP) expansion including long-term transient lodging and construction date eligibility changes, King County Assessor noise nuisance rating refinement, and zoning amendments referencing Southwest Florida International Airport (RSW) as a model. Attendees included representatives from Burien, Des Moines, Normandy Park, SeaTac, Tukwila, and FAA liaison Jennifer Redding.
