Explains that cumulative impact analysis has been removed from the Final EA due to: CEQ revocation of 40 CFR parts 1500-1508 implementing NEPA (42 USC 4321) pursuant to EO 14154 (Unleashing American Energy); the 2023 Fiscal Responsibility Act (42 U.S.C. 4332(2)(C)); and the Supreme Court ruling in Seven County Infrastructure Coalition v. Eagle County, 605 U.S. 975 (2025), which held NEPA does not require agencies to consider environmental effects of projects ‘separate in time or place’ from the proposed action. All prior cumulative impacts data and analysis removed.
