Washington State House of Representatives Office of Program Research bill analysis for E2SSB 5141, heard by the Environment & Energy Committee on March 12, 2021. The bill, sponsored by Senators Saldaña, Lovelett, Carlyle and others, implements recommendations of the Environmental Justice Task Force by requiring the Puget Sound Partnership and the departments of Agriculture, Commerce, Ecology, Health, Natural Resources, and Transportation (covered agencies) to complete environmental justice assessments for significant agency actions, adopt community engagement plans for overburdened communities and vulnerable populations, offer tribal consultation on decisions affecting Indian lands, incorporate environmental justice principles into budget and fiscal processes, and establish an environmental justice council staffed by the Department of Health. Also requires the Department of Health to maintain the Washington Environmental Health Disparities Map.
