Interlocal Agreement GCA-3921 among the City of Des Moines, City of SeaTac, Port of Seattle, Washington State Department of Transportation (WSDOT/STATE), and King County for construction and operation of Des Moines Creek Basin Plan restoration projects. Establishes the Des Moines Creek Basin Committee, project administration, staff roles (Treasurer, Construction Coordinator, Oversight and Compliance Coordinator, Operations and Maintenance Coordinator, Project Managers), and project activities including a Regional Detention Facility (RDF), Bypass Pipe, Flow Augmentation Facility, Habitat Enhancement and Restoration Projects, and Marine View Drive Culvert Replacement.
