Email chain dated March 28, 2000 among Kevin Fitzpatrick (Ecology NWRO Industrial Permit Unit), Tom Luster, Pat Svoboda, Erik Stockdale, and Greg Wingard regarding groundwater and surface water issues related to the proposed Sea-Tac Airport Third Runway. Fitzpatrick disputes Greg Wingard’s claim that Ecology’s NWRO admitted the third lagoon expansion of the Industrial Waste System (IWS) is to accommodate the Third Runway, stating the expansion is to handle continuous flow monitoring storm events and meter flow into the King County Sewer interceptor. Wingard’s original email raises concerns about: (1) abandoned water rights in Highline Water District certificates 2369 and 2191, golf course irrigation as illegal use, and Port Of Seattle lacking valid water rights for instream flow augmentation; (2) the IWS third lagoon expansion from ~80 to ~220 acre feet and potential loss of groundwater recharge to Des Moines Creek and surrounding wetlands.
