Washington State Department of Ecology mid-point status letter dated March 26, 2001, addressed to Tom Mueller (Army Corps of Engineers, Seattle District) and Elizabeth Leavitt (Port Of Seattle Aviation Environmental Programs), regarding Coastal Zone Management Act (CZMA) Consistency review for the Port Of Seattle’s Master Plan Update for SeaTac International Airport, project number 1996-4-02325. Ecology is unable to concur with the Port’s CZMA Consistency Statement of January 10, 2001, and holds the request in abeyance. Unresolved issues include Clean Water Act Section 401 water quality certification, compliance with WAC 173-201A Washington State Water Quality Standards, Stormwater Management Plan review against Ecology’s Stormwater Manual and King County Stormwater Manual, Natural Resource Mitigation Plan, Low Streamflow Analysis for Miller Creek, Walker Creek, and Des Moines Creeks and adjacent wetlands, NPDES permit Major Modification under Section 402, Hydraulic Project Approvals from WDFW, Clean Air Act compliance, Shoreline Management Act, and SEPA review.
