Memo dated June 22, 2001 from Ching-Pi Wang (Toxics Cleanup Program, TCP) to Ann Kenny regarding TCP recommendations for 401 certification related to the proposed Third Runway at Seattle-Tacoma International Airport (STIA). Three recommendations: (1) Port of Seattle to develop a plan by September 14, 2001 to monitor contaminant transport to soil and groundwater via subsurface utility lines, subject to approval by TCP Northwest Regional Office; (2) Port to administer and annually update contaminant database, maps, and figures for the airport delivered to Ecology; (3) Port to collect all new environmental data from construction activities, cleanup actions, and investigations under MTCA. Accompanied by Draft Technical Memorandum (AESI Project No. BV99122C, June 19, 2001) by Associated Earth Sciences, Inc. analyzing preferential groundwater flow paths — including subsurface utility trenches, perched zones, and natural westward flow in the Qva aquifer — from the Aviation Operations and Maintenance Area (AOMA) to the Third Runway construction area, prepared for Port of Seattle under MTCA Agreed Order.
