Northwest Hydraulic Consultants, retained by the Airport Communities Coalition (ACC), submits technical comments to the Washington State Department of Ecology on the Port of Seattle’s July 23, 2001 Low Flow Analysis Flow Offset Facility Proposal related to the proposed 3rd runway development at Sea-Tac Airport. The letter identifies the document as an incomplete draft with missing sections, inconsistencies with the Stormwater Management Plan, unaddressed transit losses, and poor HSPF model calibration for Walker Creek. The consultants conclude that the proposal fails to provide adequate assurance that impacts to low streamflows will be sufficiently mitigated.
