Declaration of Edward O’Brien, Washington State Department of Ecology Water Quality Program employee since 1979, filed in PCHB No. 01-133 (Airport Communities Coalition v. State of Washington Department of Ecology and Port of Seattle). O’Brien testifies regarding the 1992 Stormwater Management Manual for Puget Sound, the 1999 Draft Manual, the final September 27, 2001 western Washington stormwater manual, and the 1998 King County Surface Water Design Manual. Describes hydrologic impacts of development and impervious surfaces including elevated pollutant concentrations (turbidity, oils, grease), increased peak stormwater flows, reduced groundwater recharge, and decreased summer base flows in surface waters.
