A bill introduced in the 116th Congress by Mr. Beyer to amend title 51, United States Code, requiring NASA to establish an initiative to develop and demonstrate new aircraft technologies capable of reducing greenhouse gas emissions and noise emissions by at least 50 percent compared to the highest-performing aircraft in service as of December 31, 2019. The bill cites findings that air travel contributes approximately 3 percent to global carbon emissions with projections to triple by 2050, and that existing aircraft technologies contribute to noise pollution adversely affecting communities. The legislation directs the NASA Administrator to build upon ongoing work toward deploying these new technologies.
