Memorandum dated January 26, 1979 from Jay Holman, Research Analyst, to Rep. Barnes and Rep. Rohrbach, proposing legislative language to add to RCW Chapter 53.04 regarding port district restructuring. Proposes allowing county legislative authority to submit ballot propositions separating port district functions into two or more functional classifications and changing the number of port commissioners or their selection method (at-large, commissioner districts, or combination). A follow-up note dated January 31, 1979 addressed to Rep. Rohrbach references RCW 53.12.120, RCW 53.12.035, and RCW 53.12.130, proposing changes for the 1979 November general election: maintaining five port commissioners with three chosen from newly formed port districts (each consisting of three council districts in counties with nine council members) and two chosen at-large.
