Release of the FAA NEPA Draft Environmental Assessment and Public Comment Period October-November 2024 Seattle-Tacoma International Airport (SEA) was built in 1949 to handle half a million passengers annually and is now handling more than 50 million passengers. Regional Growth and SEA SAMP Overview The Sustainable Airport Master Plan (SAMP) proposes improvements needed at Seattle-Tacoma International Airport (SEA) to meet future, forecasted demand. • The master plan process was completed in 2018 & identified 31 Near-Term Projects Completed Project Milestones 2018 Port of Seattle completed the Sustainable Airport Master Plan FAA conditionally approved the Airport Layout Plan FAA and the Port initiated NEPA for the NTPs and held Scoping meetings with agencies and the public 2019 Aviation Activity Forecasts were updated 2020 – 2022 Pandemic occurred and process slowed 2022 Baseline conditions and Aviation Activity Forecast updated 2023 Aviation Activity Forecast validated 2024 Completion of analysis; drafting and publication of NEPA document Environmental Review and NEPA What is Environmental Review? • The purpose of an environmental review is to assess the potential environmental impacts of a proposed project before it is undertaken. • An environmental review is a process to assess how projects at Port of Seattle facilities may impact the environment in a variety of categories that include air quality and climate, water resources, biological resources, and noise, among others. • Scoping for the Environmental Review occurred in 2018 • Currently working with the FAA to finish draft Environmental Assessment (EA) within NEPA. • Goal is third quarter publication of draft EA and public comment period • Standard public comment period is 30 days; we have received requests for a sixty-day comment period and have passed that along to the FAA • Once the schedule is confirmed with FAA, we will provide as close to a 30- day notice prior to beginning the public comment period Environmental Review Schedule cont. • Port Commission will be briefed in public session at the beginning of the public comment period and our outreach and engagement will follow • Presentations will be offered to stakeholders, including each of the Airport cities, and there will be three (virtual) public hearings • Public hearings will be offered on a mix of days and times, but with identical materials • Once the public comment period begins, comments can be made electronically (by email or directly on the website), in writing by mail, or verbally during one of the public hearings Project Planning Process ü Long-range plan (e.g. SAMP) – Campus wide, comprehensive planning – Facility requirements for airport activity in 5-year increments to 20-years – Alternatives analysis for major plan elements – Narrowing alternatives down to Preferred Alternative(s) – 20-year facilities development plan • Balance capacity in all key functional areas to fixed capacity of 3-runway airfield • Phasing plan to maintain adequate level of service and… -

Stuart Jenner, concerned citizen and Seatac Airport neighbor December 13, 2024 This is a rough draft, written in great haste. Some of the content is duplicative. Some is sarcastic. Some is no doubt wrong, or not based on complete information of what’s in the 4000 + pages. Oh well. There’s no search function that appears to work for the documents. Trying to make sense of several hundred pages a day is hard. Did you know War and Peace is around 972 pages to 1400 pages, depending on the edition? Could you read War and Peace 3 or 4 times in a month and half and make sense of it? That’s the ballpark of the number of pages. I got through maybe one third of them. Would neutral observers guess that the people who set this deadline have a great deal they don’t want readers to see or understand?
