House Amendment 174 to Substitute House Bill 1791 (SHB 1791), sponsored by Representative Tina Orwall, adopted 03/08/2023. Amends the intent statement of SHB 1791 to specify environmental, health, social, and economic impacts of a primary commercial aviation facility on surrounding communities; recognizes that any preferred location will require substantial environmental, land use, governance, and funding decisions from federal, state, and local governments; references the Puget Sound Regional Council May 2021 Regional Aviation Baseline Study final report projecting a capacity gap by 2050 in the central Puget Sound; and adds finding (f) stating that exploration of alternatives to Seattle-Tacoma International Airport is critical to addressing anticipated aviation demand through transportation strategies including creation or expansion of other airports.
