Resolution No. 3683: 2013 FAR Part 150 Noise and Land Use Compatibility Study Update for Seattle-Tacoma International Airport

Resolution No. 3683 is a Port of Seattle Commission decision concluding the 2013 update to the FAR Part 150 Noise and Land Use Compatibility Study for Seattle-Tacoma International Airport. The resolution directs Port staff to submit updated Noise Exposure Maps to the FAA and adopt a range of noise-reduction measures, including school sound insulation, preferential nighttime runway use, and voluntary rescheduling of short-haul flights. It builds on previous noise studies approved in 1985, 1993, and 2000, following a public comment period and environmental review conducted in 2013.

Adopted at the September 24, 2013 Regular Commission Meeting (agenda item 8m, presented November 8, 2022). Directs Port staff to submit updated Noise Exposure Maps for Existing (2013) and Future (2018) conditions to the FAA, and amends the Part 150 Study to include Continuing Measures and new Abatement, Mitigation and Program Management Alternatives. Continuing measures include sound insulation for Highline Community College and Highline School District schools, Property Advisory Service, Local Government Remedy Support, funding within the 65 DNL Noise Contour, Cooperative Development Agreements, voluntary rescheduling of nighttime short-haul flights, VOR radials for noise abatement track compliance, Preferential Runway Use, Flight Management System (FMS) procedures, and ground equipment (auxiliary power units).
