Working Paper 3 of the Puget Sound Regional Council Regional Aviation Baseline Study, prepared by WSP in association with CDM Smith, KPA (Keiser Phillips Associates), PRR, and BridgeNet International. Develops and evaluates four aviation capacity scenarios for the Puget Sound region: Scenario 1 (Baseline: Sea-Tac implements near-term 2027 SAMP), Scenario 2 (Sea-Tac implements long-term 2037 vision), Scenario 3 (Long-term vision plus 50 percent of projected capacity gap), and Scenario 4 (Long-term vision plus 100 percent of projected capacity gap). Evaluates existing and candidate supplemental airports against criteria including runway length (7,000 or 9,000 feet), airspace constraints, flood hazard zones, land use compatibility, roadway and transit access, aerospace manufacturing impacts, ownership, and population/employment within 60-minute drive time. Identifies potential supplemental airports and outlines next steps for the regional aviation planning process.
